Program Impact

This study is conducted as an in-progress analysis of the impact of Indiana's Blight Elimination Program in Northwest Indiana.  Within the East Chicago - Gary - Hammond area, there were a total of 341 properties participating in the program as of June 2016.  ​Of those properties in the program, the majority used greening as an adaptive end-use of the blighted property/structure after demolition was completed.

KEY FINDINGS (TO - DATE*)
  • After Intervention period (Q3 2015 to Q2 2016), average property sales increased by over 100% for properties Within INBEP Target Areas.
  • The percent of court ordered/tax foreclosure single-family property sales decreased by 49% both within the INBEP target areas (500 ft radius) as well as outside the targeted areas (1500 ft radius).
  • Residents have a positive perception of the program.
  • Community Partners indicate the program is successful in reducing blight and stabilizing neighborhoods.
  • Through INBEP Strategies, community partners are on their way to achieving transformative outcomes in blighted areas that will better the local neighborhoods.
